Your finished sunburst will look a bit like this:

You can continue adding foreground objects and text. For this example I added a picture of a pug that I cut out with Photoshop. I saved it as a PNG file - PNG supports advanced transparency, which was needed to make the edges of the dog look smooth - and imported it into Inkscape by going to File -> Import.
I used a free font from the internet (called Fraulein Hex) for the text.

Last Remarks

You can move the individual slices of the sun to your heart's delight and you can make them a bit more grimy:

NO! Are those grunge brushes in Inkscape?!?!?!
The grimy, beat-up, look used to be the domain of Adobe Illustrator, with its advanced fancy brushes. But it can be done in Inkscape too!
